  • OSP Replacement Project Update: RFP Published 2025-11-19 Update

    We're pleased to share that the Oregon State Penitentiary Replacement project continues to move forward as planned. The Oregon Department of Corrections has officially published the Request for Proposals (RFP) for the feasibility study and conceptual design phase of this critical infrastructure project.

    Project Progress:

    This milestone marks an important step in our multi-biennia effort to address the urgent needs at Oregon State Penitentiary and develop a modern Centralized Health Care Facility. The RFP will enable us to engage qualified professional firms to conduct the feasibility study and develop conceptual designs for both the OSP replacement and the new healthcare facility.

    What This Means:

    Publishing the RFP demonstrates that the project is progressing on schedule. Over the coming months, we will be evaluating proposals and selecting a firm to partner with us on this planning phase. The feasibility study will examine potential sites, including DOC-owned properties in Salem and Junction City, and provide the foundation for future design, engineering, and construction phases.

    Why This Matters:

    As detailed in our previous communications, the nearly 100-year-old Oregon State Penitentiary faces significant challenges, including over $200 million in necessary facility improvements and inadequate space to properly serve our aging and medically complex population.
