What is the Friends & Family Commissary Ordering Pilot?

    This pilot allows approved Friends & Family to purchase DOC‑approved commissary items online for Adults in Custody (AICs). The pilot is being tested at Coffee Creek Correctional Facility (CCCF) and Powder River Correctional Facility (PRCF) before any statewide rollout.

    Why is this only available at two facilities?

    CCCF and PRCF were selected for a limited pilot to test ordering, delivery logistics, communication, and security processes. The intent is to expand the program statewide if the pilot is successful.

    Who is allowed to place orders?

    Only individuals on an AIC’s approved visitor list may place an order. This requirement ensures security and proper verification.

    How do I place an order?

    Orders can be placed online at Access Securepak or by phone using the numbers listed in the catalog. Ordering is open only during the event window specified in the catalog. Subscribe to the Friends & Family Newsletter for your facility to receive updates on the catalog as they come out.

    What items can I buy?

    The pilot catalog includes a DOC‑approved selection of food, beverages, and hygiene items. All items, packaging, and quantities are pre‑vetted for security.     Are AICs notified when a package is on the way?

    No. AICs do not receive pre‑delivery notifications. Commissary staff are notified so they can manage intake and distribution.

    How does delivery work?

    Orders ship to DOC commissary warehouses first, then to the facility for distribution. Delivery for the spring 2026 pilot is estimated for early May.

    What forms of payment are accepted?

    Securepak accepts major credit/debit cards and prepaid cards with a verifiable U.S. address. Personal checks are not accepted. Charges occur the day the order is placed.

    Is the program connected to the AIC trust account?

    No. AIC trust accounts are not involved at any point. Purchases are made entirely by Friends & Family. Refunds go back to the purchasing card, not to the AIC.

    Will this program be expanded to other DOC facilities?

    Yes—if the pilot proves successful. DOC has stated the ultimate goal is a statewide rollout, but only after evaluating the operational results from CCCF and PRCF.
