The Oregon Department of Corrections (DOC) is launching a new Friends & Family Commissary Ordering Pilot Program, designed to expand opportunities for meaningful support between Adults in Custody (AICs) and their loved ones. This initiative will allow approved friends and family to purchase select commissary items for eligible AICs through a secure online ordering system managed by Access Securepak.

About the Pilot

Beginning this spring, DOC will conduct a limited pilot at two facilities:

  • Coffee Creek Correctional Facility (CCCF)
  • Powder River Correctional Facility (PRCF)

These locations were selected to help us test program logistics, ordering processes, security protocols, and communication workflows before considering a broader rollout.

Friends and Family will be able to browse the approved catalog and place orders during designated purchasing windows. Items purchased through this system are fully vetted by DOC for security, packaging, and quantity restrictions. Only individuals on an AIC’s approved visitor list will be able to place orders.

What the Pilot Will Tell Us

This pilot is essential for evaluating:

  • System performance and ordering timelines
  • Facility operational impacts
  • Delivery procedures and accuracy
  • AIC and Friends & Family satisfaction
  • Equity considerations across institutions

Feedback from the pilot will guide improvements, updates to policy and communication materials, and any necessary changes to the final program model.

Future State

It is important to emphasize that this is a pilot project. The long‑term intent is to expand Friends & Family commissary ordering to additional DOC facilities statewide, provided the pilot demonstrates that the program is operationally sound, equitable, and beneficial for AICs, their families, and DOC staff.

Updates will be shared as the pilot progresses and as decisions are made regarding next steps.

    The sender/visitor connection is verified at the very beginning of the process. When a user logs in, they will only be able to order for those specific AICs which will appear on their list -- there will not even be an option to order for AICs that aren't on the user's list.
