Tablet Update – June 2026

The Oregon Department of Corrections (DOC) is working to keep you informed as we move toward our goal: every adult in custody will have access to their own state-issued tablet. We understand there are many questions related to pricing, offerings, electronic mail, and more. We will do our best to keep you informed in the coming months.

What has changed so far?

  • Video will continue to be billed at $5.88 to reserve a 28-minute session. What’s new? Upon completion of the session, unused time will be refunded to the paying party at a rate of $0.21 per minute.

What has not changed?

  • DOC continues to offer communication services below the FCC rate caps.
  • DOC has a phone rate of $0.09 per minute including all taxes. (The maximum rate cap for prisons would allow for $0.11 per minute plus taxes.
  • DOC has a Video rate of $0.21 per minute including all taxes. (The maximum rate cap for prisons would allow for $0.25 per minute plus taxes.)
  • Access to movies, games, messaging, etc. are all offered at a rate of $0.04 cents per minute.
  • Access to DOC handbooks, announcements, and education content remain on the free side of the tablet.

What is next?

  • We anticipate electronic messaging to move from the pay-per-minute side to a pay-per-message model when we bring on mail scanning. This will allow the AIC to incur no cost while reading or viewing messages and photos, but they will need to pay per message that they send.
  • There will be no additional charge for mail scanning – the sender will remain responsible for appropriate postage.
  • DOC is still working with the vendor and expects to provide more concrete information in the fall.
  • The move to 1:1 tablets will happen in phases, and each facility will get information before changes take place. The timeline and order of implementation has not yet been established.
